Plays games is an understatement IMHO. All the cars with NH and PA plates are highly suspicious (salvage titles or other issues. I haven't seen any of them with inspection stickers, but the NY cops don't give tickets for out of state license plates without inspection, probably because every state is different).
It's interesting, because he charges cc's and processes them as a car rental, which will even trigger amex premium coverage.

ETA I agree that it seems slimy, but BTW, PA doesn't use stickers anymore for inspection, and it's a very normal thing for rental companies to register vehicles where it's cheapest.
A rep at Hertz told me that hertz registers a lot of their cars in Florida for this reason, either they buy them there or change the registration to there after the first year if they buy the car elsewhere.
