I have looked at apartments which had both, and some which had none.
The main thing is to agree on everything before hand, and to put it in writing. It doesn't really matter what the default is, there is no strong default of anything in Monsey....

It makes a big difference if you are trying to negotiate and they are giving you a hard time.
You can ask them to do what is considered normal.

Nothing in Monsey is or would be figured out in a long time... Everything is built crooked.
