Can I file a report simply based on the Equifax info saying I may have been affected?
That would be filing a false police report unless you have knowledge of your identity being stolen.
Why isn't it enough if a CRA says that I can assume my identity was stolen (I don't remember the exact verbiage)?
I do have knowledge based on the equifax info. I have to wait until someone uses it before I can file a report? Seems wrong to me.

It's only considered ID Theft if it's being used? The identity has (presumably) already been stolen, whether the person that stole it will be using it or not if irrelevant IMHO, that's why you want to freeze your CRs, what's the point in freezing after it was used?
