Well, since you guys keep asking, I will post here some stuff I wrote about this: (some of it is a bit OT)

In Israel, various tricks have been invented to fool Kosher consumers into thinking that certain establishments are Kosher. This is because it is significantly cheaper to run a store without Kosher supervision. Therefore, the only way to know if a establishment is Kosher, is to look at the Certificate of Kashrut, or in Hebrew, Teudat Kashrut. Yet, many do not take the time to read or search for a Certificate of Kashrut. Rather, they fall into the trap set up by owners. None of the things mentioned below are sufficient to be considered proof of Kashrut.

A- Many stores have displays of logos of various Kashrut agencies. Some of these logos are even emblazoned on the store’s sign, bags, napkins etc. It is also common for stores to display “Mehadrin” and/or “under the Badatz” signs. None of these logos mean anything without an authentic Certificate of Kashrut. This problem is also common in homes when a friend may bring over seeds or candy with a Badatz printed on the unsealed bag from the store, when the store doesn’t have a hechsher on the candy.

B- Certain establishments have a limited Hechsher that covers only specific products sold in the store. One must read the Certificate of Kashrut carefully to see if everything in the store is covered by the Hechsher. For example, Morno on Agrippas has a Hechsher on nuts and dried fruits, but lacks supervision for their candies.3 I will suggest, that it is best to buy directly from the package from which the candy has come from- provided that the package has sufficient Kashrut certification. One more point: The lack of supervision on the candy does not stop the store from printing Badatz logos on the bags that customers fill their candy in. It is therefore wise to be careful and verify the Kashrut when being offered such bags of candy.

C- Some stores may display an unauthorized Hechsher; one that isn’t recognized by the Israeli Rabbinate.4 Many of these certificates are designed to look similar to real Hechsherim. Some may use the names and images of famous Rabbonim. In practice, use of an unauthorized certificate usually signifies the lack of proper supervision, and the willingness of the owner to deceive customers.

D- A Hechsher must be analyzed to make sure that everything is in order. The Certificate of Kashrut must be an original document. Photographs or copies of real Certificates are not valid. If the certificate has expired, it is invalid and worthless. Likewise, if the name or even address are not the same as the establishment, the certificate is worthless. If a store has several branches, a Kosher Certificate from one branch is not valid in other branches. Each branch must have its own valid Teudat Kashrut.

E- Many people are mislead by the dress and talk of store employees. Similar to displaying an unauthorized certificate or unauthorized use of Kosher symbols, a worker with a kippa or beard can be a brilliantly deceptive marketing tool. Though, without a valid Certificate of Kashrut, one cannot rely on the religious talk or looks of the workers. Nor can one rely on the unsuspecting, religious customers that patronize the store. Unfortunately, there is a cheese shop in the Shuk that has both; kippa-clad workers who claim food is Kosher, and religious, unassuming customers. They do not have a Hechsher and therefore, the kashrus is questionable on many imported products, such as quality hard cheeses that definitely require kosher certification.

I saw with my own eye a rabbanut Jlem Mehadrin certificate for the entire restaurant at Hess, years ago. It's a fairly simple process to check if it's still there. The only possible fraud is if the paper itself is forged.

For the record Hadar Geula wasn't supervised at all until 2-3 years ago, yet people ate it because they relied on the owners.

JKN checked it all out a little more than a year ago It didn't have a rabbanut mehadrin teuda then.

As for Hadar Geula, there is no issue of relying on someone you personally know to have kosher ne'emonus, provided that there is someone knowledgeable in Kashrus working there, ie; a privately paid mashgiach. I personally wouldn't have eaten there as I do not know the owner nor his kashrus standards.

Hess happens to be in the camp of no (reliable) Hashgacha, and no ne'emonus.
