There is something called a citizen ticket were anyone can  charge with any violation in the local police department incl moving violations .
Howver unlike when a officer gives one where he will usually be right
U have the same chance and they will have to prove it in a court of law and don't have the benefit if the doubt over u at all!!

When I read what happened I was thinking about the citizen ticket that she might give. It's the biggest joke because you can give her a citizen ticket for reckless driving.

If you are contacted by the police, I think I'd probably just tell the truth. You merged in front of her and she tried to not let you, and then followed you, and you have no idea what she wants.
