Many people have also had better luck writing to the office of the President for reconsideration on Citi cards:

HT: FT

Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

FOR MORE INFO, READ FT'S WIKI - IT IS PHENOMENAL, FT WIKI

Quote from the above mentioned FT WIKI:
For the most part, freezing Experian, or another bureau, will not cause Citi to pull a different bureau. They will almost certainly require you to unfreeze the bureau they wish to pull or deny your application. Some people have been successful providing the PIN but others have not. Mostly, freezing a credit bureau in an attempt to force Citi to pull a different one seems to waste time, money, and effort for little result. But YMMV.

DDF data points (As of 10/2015)
NY- pulls both EQ/EX, can still get instant approval with EX frozen
CA, OH, PA, TX- ONLY EX. Citi will refuse to pull other bureau

Benefits:..
New no forex fees starting Nov.'15

From FT Wiki:"Important exception: If you receive a Platinum World MC which is later converted to a World Elite MC (as indicated on the back of the card), the opening of that card will no longer count for purposes of the 18-month rule. This is true not only for conversions in early 2015, but also for those in more recent months.
Note: It makes no difference when (or whether) you activate the World Elite card. If you have the WE card in hand, then the conversion on Citi's books is already complete. There is nothing magical about activating it.
There are a few reports that some Gold World MC are being converted to Gold World Elite MC and that will no longer count for purposes of the 18-month rule."
UPDATE: As of 02/18/2016 (for applications after 02/09/2016), the W>WE loophole may be dead.

called again and told me it is 30 days from AF is charged & not 37 days . told me statement is delivered online right after first statement closed. Told me it doesn't mean  statement delivered by mail which takes about 7 days.
The people here know much more about citi cards than the reps do. Trust.

Do they prorate an AF refund if you cancel past the grace period?
I remember when a coke was a nickel, and you could buy VRs in OD.

they told me No on this particular card.  & 30 is the max you have to cancel to avoid it. I know some DD members say it is 37 days.

You most certainly can. Look into ways for unloading GCs. See MO, BB/serve , google wallet, evolve money, etc.

good luck!

Couldn't you just pay the 2.75-3% fee on Google Wallet or other places to spend the money, most of which will be offset with the $200 credit? Figured I could use AP for $2K, Evolve for $2K, and just Google Wallets or one of the others for $6K, and then offset the $200 with that. Does this work fine? About to sign up for 2nd card today, so want to be sure there are no issues.

if you'll ask to change the closing date and it will be too close to the previous date they might push it off till the next month IME

So call and ask it to be earlier, but not too much earlier.
Also, the 37 days after AF posts is the # everyone has been working with and there are no new reports of anyone not getting back the fee after 30 days but before 37.  There was some talk earlier, but it was one report of what a rep said, so it's not worth much.

Working with the 37 day number, you can wait until the next statement.  Check on line that the statement posted, hopefully with the credit, and cancel then.
