All those are useless for retail theft. You really think they are going to put much resources into kids stealing handbags?
You have individuals walking out of stores with shopping carts full of merchandise.
Just the other day I watched a really ragged-looking (read: likely-homeless) guy in Best Buy trying to hide 2-3 shoebox-sized boxes of merchandise under his windbreaker, a sales associate casually intercepted him and requested that he relinquish the boxes.
The sales associate didn't seem to contact law enforcement and to me it seemed that the guy wandered out of the shop.
About an hour later I saw him standing against the wall surrounded by 6-7 police officers who appeared to be loitering around him. It didn't seem like they planned to apprehend him, but I didn't stay to see what happened so I can't be sure.
As others here have stated, the police have resources to keep criminals in check, if those criminals knew the police would put those resources to use instead of just turning a blind eye.
