How does a factory of 5000 workers that may have been opened either way make the cancelation of 10,000 jobs be paled? Are you including other companies too? Did you include other fossil companies where jobs will be lost? Companies which may shut down due to the higher cost of renewable energy? Either you include all or you compare one to one. Where did I say all will be in China?
