Yes, and every shul should be armed.
But while everyone in Kfar Aza or Chevron or even NMB should probably be armed, I don't think everyone in Overland Park, KS or Beachwood, OH needs to be armed. A few trained representatives at each shul should be sufficient in safer places.

This. Approaching this from the ground up where every wannabe adventurer gets a gun “only for hishtadlus” is the wrong way to go about it. If experts in the field recommend that every shul have some members who are armed, then precisely those members who are reluctant to carry but are responsible, conscientious, capable individuals should be the ones to obtain permits and training.

Why should the actions of few effect the overall policy of something critical .

Shuls can enact rules. My shul says no ccw without shuls approval but you can't really force it
