Depends on who you ask...
American Bachurim like @Sam 77 are more or less disconnected from the situation... As are many chareidim in the main charedi ciites.
Most people who live in israel are not doing "normal things" the way they would normaly be able to do them.

Tsfas/Meron is just a few kilometers from the border with lebanon, and its a hot border with cross border rocket and missle fire many times a day including without sirens warning... Most yishuvim north of it are evacuated and the siren time is really short (under 15 seconds... My cousin in Maalot says that she doesnt have time to get to the Shelter - even in her own house! and just drops and covers her baby with her body...)

Unless you're going to visit and care for the refugees in Yam Hamelach, I'm not sure it's the greatest kidush hashem for a charedi looking person to be seen there vacationing....

Yes
Public transportation, kever rochel private bus service, taxi etc
Is there a safe way to go to har hazeisim today?
Really depends which part you want to go to
The office that provides free guards is barely operating as all their staff is in the army
If you are driving in and out or have a taxi/driverand know where you are going you should be fine for the most part
Wouldn't necessarily recommend walking up to the upper section unless you know the area

I assume that by EY, you mean JLM

In a regular year, Shavous is a high demand/low supply time when it comes to apartments (All the chasidim coming to their rebbes, visitors from Chul... no one really traveling out)

You basically have three choices - Hotel, US focused Broker/agent ($$$), someone local on the ground to find either a locally advertised apartment by either a local agent or owner.

As always, if you go outside the box of the usual center of town options, than the prices can/will be much cheaper.

Having never used airbnb before, is there any difference from vrbo? Are they both essentially the same like uber vs lyft?

My parents live in Israel and rent their upstairs out (they're up north, so not relevant to you). They've told me many times that booking.com is used the most for rentals, way more than Airbnb and VRBO.

Personally, I love renting from Isrentals, and I've used them 3 times in the last 5 years. I stayed at this property about 2 years ago and it was awesome:
