Smart people will learn from every event no matter how small the consequences were. Not so smart people will not learn no matter how large the catastrophe was.
Would likely also depend on the interval between events, people can have short memories. Wasn't there a strategic national stockpile of PPE that over the years got whittled down and never replenished leading to shortages in March 2020?
