I most definitely think 770 should have guards. Any other shul is free to make their own choices. I definitely think that issuing guidance without enforcement (in the form of guards) was a total joke (and was therefore nothing but lip service). You do realize that EY has been using immunity certificates for months (though only useful for quarantine exemption).
So anyone with antibodies (or soon, the vaccine) gets the immunization passport. But medical papers will be to easy to forge to get past guards, plus you'll need something that you can carry on Shabbos. Maybe the guards at 770 can look out for some sort of flag or brightly colored lapel pin?

Measles is as contagious if not more contagious than COVID. Someone with Measles can infect people 2 hours after they leave a room. With >90% vaccination rates, it’s hardly an issue.

The situation in 770 isn't simple by any stretch of the imagination, but when someone (especially if in a position of power or respect) really wants to accomplish something, it is doable in most cases.
