You can cut your nails in honor of Shabbos or other mitzvah:

What does that have to do with her ability to be able to fast? And why does he compare it to ווסתות which is a completely different reason which should have no bearing on fasting?

Because not eating is not noticably availus on shabbos whereas removing shoes, sitting on low chair etc would be obvious signs of availus on shabbos.
