1 most definitely means black, as is clear in the end of the sentence. This is also an extremely common definition in many progressive circles. In the video that was made infamous of the Columbia protest organizer saying Zionists should die, he says blacks cannot be racist. That's just one recent example, there are countless.

How do you figure? Literally says the origin is the Jewish ghetto in Venice. The etymological meaning of the word may vary, but that literally supports what I said, that the origin has been Jewish for hundreds of years with no dispute.
Would you say in the US that ghetto refers to poor black neighborhoods and that is undisputed?
