Why don't they just use an HSBC or Liumiy bank?

There's a few threads about this.

Easiest way is to transfer via Quickpay, as almost every bank supports that.

Or bank to bank transfer for free.

From what bank account or to where are you looking to send?

If you have an upgraded account with TD, Chase, Santander, Capital One, Charles Schwab, and ... you can wire the money for free.

If you give us a bit more info, very possible to help you out.

What you calling online funds? Where's the cash located?  Decentraland, Sandbox?

He means an electronic transfer (e.g. ACH, wire, PayPal, wise, etc.), as opposed to cash. Crypto is likely too complicated for the OP.

QP/Zelle only works domestically.

Anyone knows if Wise (formerly TransferWise) works for receiving USD > ILS to an Israeli account? That might be the OP’s best bet.

Find anyone there with a US Bank account and you're good.

Just to give you an idea.
I have a sibling who's learning there with a CPC account who can withdrawal Cash or whatever for free from an ATM.
So as simple as chase QP the money,  and then he can take it out for whomever. Unless putting it into an Israeli account gives you a better exchange rate?

That’s a good idea, assuming the OP can find someone.

Doubtful you’ll get a better rate than ATM receiving USD to an Israeli bank, unless you fall for a DCC trap, idk if they have those in Israel.

ok thanks for the assistance but was asking if there is a way to transfer funds without any fees if they do not have a US bank account?  Also are you sure there are no fees for the person in Israel to w/d funds from their US bank account in Israel.  They can w/d from an Israeli ATM using their US bank debit card without any fees from the Israeli ATM or their US bank?
I heard Chime may work if both parties have it but that may be just the same as the person in Israel having a us bank account?

I have TD bank will have to check which checking account but I can possibly wire funds without any fees?

I have sent with Wise to an Israeli account with the Postal Bank. Postal bank didn't charge any fees.  I don't know if it's a domestic transfer (for which other Israeli banks would also not charge), or an international transfer (for which most Israeli banks charge a hefty fee, even on incoming ILS).
I've been waiting over 5 years with bated breath for someone to say that!
