Because he is using Target diapers.  They are notorious for causing diaper rashes. 

My advice is to try another brand of diapers.  You may have to pay for diapers (gasp!) but you will eliminate the cost of diaper rash cream.  BTDT

Um... Is it strange that we don't use wipes or cream (unless rashes, rare IIRC)? My wife actually prefers a mini-shower for those instances where it is warranted. We use baby wipes exclusively for cleaning bad stains from the PVC tablecloths.
(Diaper brand: exclusively Babysitter - and we've tried all the brands available in EY including 'Aggies'. But we use 'Aggies' for NB through size 2 because it is the only brand that small.)

While uncommon nowadays, not too long ago that's what most people did. Have a small spritz bottle with water and some tissues.
Definitely a reasonable way to be frugal (averaging over 25x more expensive then wipes) and definitely no harm done to the baby

I do this on shabbos. Uses about ten times more tissues than wipes, so im not sure it actually saves money...

Someone I know told me that when their dirah in EY was being built his wife wanted a stainless steel sink so one time when he went to the US on business he was bringing a sink back in his suitcase. He was just waiting for someone to stop him and ask what was in his suitcase and he would say that his wife packed it and for all he knows she put in the kitchen sink.
