Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

Waiting on some first hand reporting here... anyone with non-digital vaccine card (US CDC card) manage to get on plane to Israel today?

What about permit holders and student visa holders?

Based on what I read here & here one will still be able to apply via the embassies, am I correct?

Correct but doesn't seem that visiting relatives of the first degree is considered a reason for request of exemption.

Most scenarios outlined is kids visiting a parent living in Israel or parents visiting a kid living in Israel.

Foreigners who hold existing, valid entry permits will be allowed to enter Israel by presenting their permit at the airport, and will have to quarantine according to the rules of October 3rd. NOTE: This is correct as of November 1, but is subject to change at any time.

I might be confused here but ...technically what difference does it make really if one use the entry permits or the coming in as tourist?

The hertz website https://www.hertz.com/rentacar/location/israel/telaviv/TLVT50 says:

"Due to the recent Covid outbreak in Israel, effective immediately, if you are arriving from abroad presenting an Entry Permit stating "mandatory quarantine", you will be unable to pick up your vehicle. Car rental pick-ups will be available: 1. 14 days following your arrival in Israel; 2. if you are able to present a completion of quarantine certificate from the Health Ministry."

It also seems that Hertz rental returns moved from T3 to T1

At least as of a couple of weeks ago, no problem picking up at Hertz and no questions about status, and returns were at T3 as usual. You need to pick up Hertz (and all companies) at the office in the parking lot, the desks in the terminal are closed.

+1, Although if u want to pickup out outside of the airport they can make problems that you are still in quarantine.
