How come that aeroplan do not offer free cancellations within 24 hours on their awards? Are they not bound to dot rules because they are based in Canada?
As per a manager there, being as they are based in Canada they are not subject to US DOT rules.

I don't see anything related in the first sentence....If the flight does not touch US soil they're for sure not binded to the US DOT, I would argue that even it does touch US soil, if it starts in Canada they're not binded to the US DOT.
