Several ESTA applications from Israel denied

Just had several people apply for ESTA with Israeli passport and all were denied.
Is there anything unusual going on? Or a mistake that everyone makes that gets them denied?

well yes I figured it out. passports that are valid only for five years are not eligible for ESTA. You need a 10 year passport
it seems that the first passport is always valid only for 5 years, then 10 years

No. Israeli citizens. Previously from Europe but they didn't renew their previous passports
