AMEX -Better Offer- Approval without Hard Pull? (without being logged in?)

Hi all,

I got a better welcome offer on the AMEX Blue Cash Business card by calling:
855 531 3491

However, I can't complete this application while being logged in so it auto populates my info.

Question: Is there a similar chance of approval and approval without a Hard Pull when submitting an application with or without being logged in to Amex online?

I don’t think Im ever logged in. If they recognize the information there should not be a pull
