How is this different than Shipt?

But Shipt often has a $50/yr promo, and this is supposed to go up to $99 which is the price of Shipt. (Though it seems if you have a redcard it might stay at $49.)

Is everything else the same except for the price?

Cheaper
Tough to be cheaper than $0. Though I barely use it, even at free.

Do you have to use the same card when you make purchases?  (e.g., signed up w/CSR, can you use the Target Red Card so that you get the 5% off and still get free shipping?)

shame. I use it all the time. Unlike instacart where prices are marked up from in-store target gives you in store prices from shipt.

WM+ is cheaper.
And Target pickup works perfectly fine for the one-off items that is better from there over Amazon/WM without needing $35 for Shipt.

I just finished a year of Shipt and am now using Walmart+. It was a nice surprise that WM doesn't charge for bags... Target used to sometimes add bags to my order at $4/each.

Of course.
I Use the redcard for shipt orders multiple times a week.
I order through Target.com, could be if you go directly through Shipt's site it's different

Unfortunately Wal-Mart+ doesn't deliver groceries in my area. Target via shipt does

Here in Lakewood W+ is almost always 6-10 hours out unless you pay the $10 expedite fee. Target with Shipt is almost always within 2-3 hours. Makes a huge difference when ordering in the afternoon especially erev shabbos. Walmart is next day.

Also, Walmart does not allow you to add or request additional items from the shopper. You can change the order until around 4 hours before delivery and that’s it. With shipt I can text back and forth with the Target shopper and add any items in the store that I want even while they are shopping.

Amazon is hit or miss on same day or overnight delivery and has limited items. Not comparable. I needed a type of repair glue the other day. Amazon was two day delivery. Walmart 6 hours. Target I had it in a couple hours.

Instacart delivers in minutes, much better than Shipt for time sensitive deliveries. Aldi on Instacart is often cheaper than WM/Target anyway.
Plus, can save big on IC via Chase and GC offers.
