Because it's not a type of besomim (my guess). The reason we make Minei is because most people aren't בקי in the correct bracha for every type of besomim (עשבי/עצי). Vs. the bracha on fruit peels according to many is indeed מיני (Or עצי).

Hence there are those who believe there's a הידור in getting Musk or Amber for motzei shabbos because the correct bracha on those is מיני
