How about you tell me if the meaning is the same? In principle and in real life. The Israeli Declaration of Independence (which I don't think has the phrase "from the river to the sea" or anything similar, it simply refers to "the Land of Israel") calls for democratic rule with rights for non-Jewish citizens and Jewish citizens alike. This is proven out in practice. On the other hand the PA (yeah, the "moderate" ones) punish people who sell land to Jews.
