April skies are not reliably clear anywhere north. If you happen to live in Rochester, maybe its worth staying put and taking the chance. But if you're traveling, travel to texas.

The article linked in OP is wrong about the location of maximum eclipse. Carbondale, IL is where greatest eclipse occurred in 2017. In 2024, greatest eclipse and greatest duration will be over Mexico.

Even though I have two siblings in Cleveland, I booked a hotel with a pool and free breakfast. It's two weeks before Pesach and I don't want to impose on them, but I can always cancel the hotel up until the booking itself. I wish I could travel to Texas, but at it is I'm driving 5 hours and planning on pulling my kids out of school and I just don't want to have to rely on a flight that might get cancelled last minute.

Apparently where I live in Toronto it'll be a 'deep partial' eclipse, with magnitude 99.5%.

Assuming the weather is good that day, is it worth driving 45-50 minutes each way (in the middle of a workday) to see totality, or is 99.5% close enough?

100% agree with Dan.

While 99.5% is not bad, and you'd get to experience shadow bands, darkness, and the diamond ring effect- you'd be missing out on the main event.

Also, Toronto?! I'd give you a 10% chance of seeing anything at all.
