Not sure I understand that explanation, but you're probably more likely to find a father that needs coins for his son's pidyon haben than a kohen who wants to have coins just in case.
He meant to say usually (probably more likely to say often) the father asks the Kohen if he (the Kohen) has coins that he (the father) can buy off him (the Kohen). Father buys the coins and then gives them to the kohen...

When I made a pidyon haben I had 3 or 4 friends who had also made pidyonim within the prior year. Each of them bought their own, as did I. So often might be the better term than usually.
