I would be shocked if they would not let an American citizen who's with his entire American family back in to the US with birth certificate/license/whatever else you can get your hands on.
Last time I crossed the border without a passport they gave me a hard time getting into canada, Even with ID the border patrol said I need proof of citizenship, Otherwise theyre afraid the USA wont let me back in. But combined Photo id and BC apparently wouldn't of been a problem.

My sister in law went a year ago and forgot her passport. She called ahead to the border and they said don't worry about it as long as they have their licenses. Sure enough, they had no problems at the border.
