2) BC (before covid) waiting longer than 24 hours would incur cancellation fees. Shouldn't you cancel before 24 hours have passed?
What I've heard/read is that if you do it within 24 it automatically refunds to original form of payment, but afterwards, it's considered a complete booking that can be refunded to different forms. But I have no personal experience, so I may be wrong.
You are right. You can try calling before 24 hours, but then it will take 5-6 business days until you get the ETC.

For a JFK-TLV leg.Can i book a separate ORD-EWR leg earlier that day and have the bags checked through all the way to TLV since they are both NYC airports?(I assume ORD - JFK would certainly work, unless there is an exception for international or TLV.)

I would think yes but assume its up to the check in agent in ORD to do it.
