I am guessing the same communities that have signs for women not to walk on the same side of the street as men?
No. Even more general 'normal' communities have this rule and enforce it. At least in Israel.
Which sects do or don't allow driving?
No chassidishe kehilla allows. Period.Monsey used to be different, but over the last few years it's become unacceptable as well.most schools won't accept families that the women drive. ( Which deserves a separate thread on the wonderful day...)
I really believe it comes more from not letting the women have that freedom than an issue of Tznius.
Yes, I know someone who lives in Monsey whose wife does not drive because of "schooling issues." In other words, the model set by the mother who drives would be damaging to the other children in the school. Or something like that. Again, what's the concern??
Do you have any relatives that are chassidish? My understanding it's not tznuis it's to concept on what's the role of the Jewish mother.

Curious where you got that from
Where does the concept of a "Jewish mother" being told to sit at home and cook dinner because that's their "role" come from?
