I hope you’re joking. Was absolutely not a misunderstanding, they’ve delayed payments with multiple different excuses multiple times over the course of months. 

They owe people upwards of $80,000. One of the travel blogs just did an article on them.

He wasn't aware his buyers weren't being paid out? If he wasn't aware, no one should be doing business with an organization run by him. If he was and he's just lying, same answer.

Then turns and deflects blame to an article brought on by complaints, instead of giving any plausible excuse for why the payments were actually delayed. The closest he gets is his "system update," which implies it was purely a tech issue which has been rectified. Speak to buyers who weren't being paid and submitted tickets, called, and emailed to see where their checks were. See if they think it was a tech issue.

Their rush to pay calmed that particular gear somewhat / they probably needed to act quick and decisive, to prevent a "bank run" and immediate collapse from that article.

How do you commit to improve without acknowledging what went wrong?

According to screenshots from the blog buyers who repeatedly requested payment were told to email him directly, which they did, with no acknowledgment or response.
