To be fair, maybe they’re having subpar (halachically) items being donated and they don’t have the resources or don’t want to get into the murky mess of having to pick and choose

Oh, I don't have a problem with the policy, just that this is the first I heard of it. So I was wondering if this system was official or "black market".  8)

Could it be that’s just for donations to the IDF and not coordinated directly with specific soldiers.

We have distributed over 1,200 pairs of tefillin, our original goal number for this campaign.

Thank you to everyone who donated to make this a reality.

I hope to be able to keep going, if you'd like to sponsor, you can donate to civilians' tefillin here or IDF Soldiers tefillin here.
