just rebook on thier own and get a refund or does united have to place them on another flight for the same price ?
Either.
so if there is no ticket for the same price, then better to get them to rebook ?
Sure, but unlikely they'll rebook on non-UA.
which means the'll have to wait at least a week till they can get a ticket ?
and how can i get through to UA,? hold time is crazy, does the call me option still exist ?

Yes, though there are always cancellations, so check frequently for that. Can always ask to be rebooked on another airline, but they're unlikely to go for that.
Now got word that a couple of flights that UA sent out cancellation emails for are actually fully operating.
interesting website says cancelled, maybe the actual flight is departing but without passengers ?
Which ones?
