yes you can park for $6.75 a day.
http://expresspark.reachlocal.net/North_Lot_Landing_Page.html

or you can do valet service(stranger drives you to terminal..and picks you up in your car you drive back with him to the center or pay $13 extra and you can leave straight from airport.

In philly you can maybe ask a bochur from the yeshiva to park it in the yeshiva's lot (I know in Elizabeth, guys do it for people flying out of Newark).

I've used http://www.econoparkexpress.com before and was very happy. It's been a few years since I used them though

Seeing as it was only 6:38 AM, I figured I had plenty of time to (i) google what parking would cost at ISP, (ii) compare it to the second best alternative, which turned out to be the Clarion Hotel about a two minute drive away, (iii) drive to the Clarion, (iv) go into the Clarion and ask how I can park there and be driven back to ISP, (v) find out that you had to have made a reservation online, (vi) to making a reservation on my phone, (vii) parking in the lot, and (vii) getting into the shuttle at 6:46 AM back to ISP.

I parked for 6 days on street at last stop of baltimore light rail before BWI (Linthicum stop).
Neighborhood seemed safe (nice clean looking single family houses) - no alternate side or permit parking.
Train to BWI comes 3x/hr. rush hours, and 2x/hr. rest of day. With this link you can see map and schedule. Cost $1.80 per ride - so I paid $3.60 for 7 day parking. Train ride is less than 10 minutes. It may take you less time than waiting for parking lot shuttle.
I dropped off family at BWI to wait on check-in line. Took me less than 30 minutes total time to get back to airport.
