The reason why I doubt it is because Christie is such a smart politician. You just don't do this.
Another reason why I don't think he knew is that he's nowhere to be seen in the emails and it's not like they thought that the emails will be publicized.

Supposedly revenge against the mayor of Fort Lee for not supporting his campaign.

The sad part is, that this is just an example. I'm sure stuff like that are going on, on daily basis in different departments. Our Government is just unfair, I just went down to fight a parking ticket, the JUDGES over there are hired by the Department of Finance and of course no photos or other Evidence that I had was able to prove me not guilty  :o :o >:( >:(  can you tell me how this is fair? They only care abouth their money, and I would call it (in my case) A robbery. This story haves nothing to do with the above story, just the idea, all this DEPATMENTS are fullish!

All the school buses were late, it was a complete mess, whats so hard to understand that if the entrance to the GW was close it made a mess....

I think his point is that it's not punitive against the mayor but rather the people.

Same reason Obama closed the WWII memorial for the Vets. You go after the people who get upset at their mayors or other elected officials. In Obama case he thought the vets would blame the Republican Party and Chrities aid thought that the people in the city would blame their mayor.

Of course, the latter is almost impossible to prove.

Either way, his chances at the White House is a bunch of hot air. He is not liked by the GOP establishment, he is not liked "enough" by the Dems for them to elect him over Hillary, and frankly, many people will be nervous voting for a guy who is in such bad physical shape. The way I see it, unless he has a plan to shed 250 lbs by 2016, he doesn't have a shot at the White House either way.
