Just called targeted CA or Denver residents only
But sorry guys, it's totally targeted. I'm a Denver resident and tried to register, it failed, and when I called she wasn't able to push it through on her end. She said since it wasn't showing up on the account, the only way to register is to send a copy of the personalized e-mail to them.

If any of you guys actually get this let me know because I tried everything and couldn't do it. She specifically told me it's targeted and wouldn't let me register.
