Yes. But this is a full fledged phone. The Obi202 requires a phone be plugged into it.

Does anyone have a recommendation for a flip phone that I can set a whitelist of numbers (either on the handset level or on the network/provider level) that only permits incoming and outgoing calls to numbers on the whitelist?

The OBi2182 IP Phone is currently available for $50 at Amazon (third party seller). It typically costs around $250.

It works with Google Voice and any other VoIP providers.

AT&T is good in Lakewood. In Brooklyn as well as the rest of NYC all four national carriers are excellent.

You only need one E911 service for a single location. No need to pay E911 for every number (DID) that you have.

Keep in mind how this will probably affect your insurance rates as well as the drivers responsibility fee of $100 *3 that they'll bill you as well.

Does NY bill out of state license holders the driver responsibility fee?

If you convert an American license to an Israeli license, will that cancel your American license or will you end up having two valid licenses?

Do moving violations in Israel issued to an American license in any way affect the American license?

Yes, it absolutely will work. It goes by name only, not address. As far as Optimum is concerned she is a new resident of the address and you moved out. They don't know differently nor do they care.

All states (even those allowing licenses for illegal aliens) require you be a resident of the State in order to obtain a license in that State. You will need to attest to that.

Also regarding the above numbers it says " New York, New Jersey, Massachusetts, and Illinois."
Does that mean it wont work for other states, or it will work just the number will be for one of those states, which doesnt matter because it is not actively being used?

You can get the CC number for $1 per month without paying for any E911 service, thus avoiding the additional $1.50, by indicating you're outside the US/Canada.
