I stayed in the Intercontinental back in August for $175 a night, now I see I can get the Crown Plaza for about $100 a night,

Is this for current dates? I am going on Sunday but the best quote I got was about $205

I am currently NOT a member of USAA but I believe USAA is NOW limited to military (ex-military). Can someone verify this or let me know how to sign up if im wrong?

Who is eligible?
    Active, retired and honorably separated officers and enlisted personnel of the U.S. military.
    Officer candidates in commissioning programs (Academy, ROTC, OCS/OTS).
    Adult children whose eligible parents have or had a USAA auto or property insurance product.1
    Widows and widowers of USAA members who have or had a USAA auto or property insurance policy.
