Can we get this guaranteed in writing?

This is the new procedure for foreigners to enter:

*רשות האוכלוסין וההגירה: החל ממחר, 8.3.2021, כניסת זרים לישראל תתבצע בכפוף לבקשה שתוגש מבעוד מועד*

בהתאם להחלטת הממשלה מיום 2.3.2021, האחריות על בחינת כניסת זרים לישראל הינה בידי ועדת היתרים בראשות רשות האוכלוסין וההגירה.

Are married students who have rental contracts etc... diffrent or there still considered foreigners  ?

This is the text that is says:
Compact, SUV, Automatic, Air CFAR

It says picture coming soon.
It's much better priced than the rest.

Tomorrow. But I suppose the airport closure NOTAM through March 6th supercedes it?

Anyway for a foreign national to take advantage of this loophole and try to get back in on Wednesday? How do we find out for sure?

No NOTAM issued for extension of foreign ban. It's been issued monthly since March 2020.

When does the current NOTAM expire?

my camera retired I'm looking to buy a new one, my dream is to have SF quality with my budget
from the wiki it sounds like mirrorless is best of all for everyday camera (when coming from P&S) I'm looking to spend up tp ~500 and it should still be an upgrade from the P&S sx610 what would you recommend ?

Unless your ok with Refurb 500 is still a little low for a mirrorless camera. Not saying you can't but you will have to get an older model.
