You are obfuscating the issues. The science is clear that if the COVID-positive or bystander is wearing a mask then quarantine is not mandated. The Gedaliah Society definition of exposure requiring quarantine is wrong.

I wonder if we'll be hearing about teams making unofficial Covid parties in July and August to make sure their players were cleared in September.
The St. Louis blues had 20 percent of their team catch corona and they said it had huge effects on their performance.

Depends how you define compliance.
Walk through Geula or on Shamgar and almost everyone is wearing a mask...somewhere on their body ;) on the chin, round the neck, in their hand...
On buses there's almost 100% compliance.
In certain neighborhoods there's almost 100% non-compliance.
You realize there are 9 million people in Israel and most of them donít live in the places that you are mentioning?
You seem to have bought into the idea that this is a strictly chareidi problem.

This was the protocol that was supposed to be followed. A SNF was supposed to be following the same protocols and equipped with the same gear as hospitals. They explicitly said that any SNF that could not maintain CDC recommended standards for case isolation should let them know and not accept COVID positive patients. In hindsight, it is possible that this was not a good move.

False, that claim comes from the general rule that a nursing home has to be able to provide care for those that it accepts. The problem is that the nursing homes couldnít test anyone as per state rules so they didnít know who was contagious and who wasnít. There was no specific protocol on isolation, itís simply not true no matter how many times coward Zucker says it.
