Call Marriott to book and add the second guest to the reservation when speaking with the agent to book. The name should show up on the email (sometimes not the first one, but the second one they send out later). Shouldn't be an issue checking in as far as I know.
Only on points reservations. Certificates can't be gifted.

The most simple way would be to call main marriott number to do the booking for you. They can make the reservation for you with your cert. You would tell them to add a second guest name to the reservation and then you would see their name already in the email confirmation. This way it has nothing to do with the hotel and would work even in surfside.

It's not about running red lights in NYC. NYC uses the cameras as a money maker. For example, NYC in recent years changed the laws so that school zone rules apply 24/7 and lowered speed limits around the city. So if you pass a public school at 7pm on a sunday at 36mph, you're going to get a ticket.

Interesting. I had called the CBP in Sept/Oct when they weren't letting spouses through at all and they said kids of a citizen are allowed in, though they may have mentioned specifically minor kids. Is your BIL over 18? I assume that may be why it's grey...
He's 16.

My mother in law came yesterday from Montreal to NY with her son. She is us citizen but not her son. Agent told them it's a grey area and let them through.
