Lack of immunity + exposure = measles (at least in 90% of cases)

Most people get immunity from the vaccine. However for people for whom that isn't possible (either because they are young, sick or from the 3% you referenced) the only way to protect them is by making sure they don't come in contact with the measles. If only 3% can potentially get measles, the chances of them being exposed to one of those who have it is very small, and the disease doesn't spread.

Disclosure: I had measles in the 70's, my whole class did, 1 of my classmates passed away a few years ago due to a heart attack

Your anecdotal evidence, with a sample size of 20, tells us a lot less than the millions of people that scientists have studied.

my pediatrician forbade me to take my infant baby to lakewood or williamsburg until he is a year old due to the prevalence of the anti-vaxers in those communities.

Many Drs are giving the MMR at 6 months to those who will be in "problem areas."

In MI, an unvaccinated person went to a Sholom zochor (with the newborn in the house...) and found out a day or two later that he had measles at the time...

Here is the Kol Koreh. I know that at least one of the yeshivos that were signatory felt that it was wrong to prevent the event from taking place but ended up signing nonetheless.

I just noticed the pasuk they used in the date, and I'm having a hard time not coming to the conclusion that this is an elaborate troll...

I just wonder what they told them in order to get the signatures, because it definitely wasn't "They are having a kumzitz and divrai torah"

They wrote explicitly that they are signing because Rav Shmuel signed. Which raises the question, if they didn't do their own research, what are they adding by putting their signature?

In a way there’s a positive aspect to this tax, in that it gives people the impetus to engage in planning. There are very often issues that are much larger and more important than the tax.

If the argument made in the article, that almost no-one pays, is true, why shouldn't the government abolish it completely (unless it's about making money for for lawyers and life insurance companies)?
