If I send in a 4506-t and send documents to amex will they reopen cards? Will they approve me for new cards? Are my previously earned points going to be reinstated?
Won't help at this point. You can hope to get reopened in a few years

I just got the following message from Amex, is there anything I can do?

We want to let you know that after a recent review of your American Express account(s), we have cancelled the accounts referenced above because one or more of these accounts, or other accounts to which these accounts are linked, have been identified as not being used for the intended purpose.
We'll be hearing allot of this in the next little while

With a spend of 250k, I assume there will be many purchases above 5k, so may be worthwhile going for the higher sub, and using the amex plat for purchases above 5k
Good point. Although if he plans on using it himself Chase will probably still be better

So if the $250k in purchases will be done within the first year, and I do not want to open a credit card just for the sign up bonus and a second one for the purchases. What would be the best way to do it?

Well I'd have to go with the ink unlimited which the sign up is 50,000 (as opposed to the preferred which is 80,000) but you'll make it back in the spending very quickly

Can I convert the Preferred into the unlimited after I get the bonus points?
I believe so but then you'll lose out on the sign up bonus on the unlimited. You can transfer the credit line after if needed.

Thank you. I can get that even though I have an Ink business plus on my other business name?  The new credit card is being used for construction purposes and then long term for minor business expenses. So I am expecting it to spend about $250k over the next few months and then $5 - $10k per year.

Is the Ink preferred good just because of the signup bonus or is it good for long term use as well? Thank you
In this case I'd go with the ink preferred for the sign up and the ink unlimited for the 250k spending. the unlimited will give you an extra .5 points per dollar spent (unless there's a specific category of spend which that might change things).
Unless you just want cash back as opposed to points in which case I'd suggest the capital one Sparks cash card which will give you 2 percent cash back (value comes out to be slightly less then the chase cards after points)

I canceled my business card shortly after they switched and the rep seemed to not grasp why I was canceling. I canceled my personal card last week and they completely understood and had a whole line of BS they were reading from a script that had clearly been designed to counter those of us canceling because of the devaluation. Unfortunately insulting your customer's intelligence by telling them that they're really better off getting 2/3 of what they were getting before isn't a great way to do business, not sure why incentive programs all seem to think it is, so I'm done with them if/until they come to their senses. Hopefully the fact they have a custom script for it now shows that we're hurting them enough for them to pay attention. That had to be a cash cow for AMEX that will largely go away as everyone cuts spending if not canceling their card altogether.
That's pretty much what I told them. I was supposed to send a follow-up email which I'm still working on to see how they formally respond to this point (assuming I'll get a response after our lovely few hours we spent together)

Not sure but I think not rather it seems they feel they can get away with paying less and only giving 2 ppc

How much less spend is being put on the Amex SPG cards now that they earn only 2 points a dollar and when are they going to bring it back to 3 ppd?
So we didn't do too much talking about these things. Later when I spoke to Arnie sorenson (CEO) he didn't really want to talk about this point so I didn't push him. Later I spoke to Leeny Oberg (CFO) and pushed her a little and all she mentioned is it's up to amex to decide to make it happen.
