It’s considered a closure according to Citi. You won’t get the bonus if it’s not 24 months since product change.
Even if card number stays the same?

if you do the downgrade to Rewards+SM, is that considered "account closure" in terms of resetting the 24 month clock to getting a SUB on a card?

Bonus ThankYou® Points are not available if you received a new cardmember bonus for Citi Rewards+SM, Citi ThankYou® Preferred, Citi ThankYou® Premier/Citi PremierSM or Citi Prestige®, or if you have closed any of these accounts, in the past 24 months.
Think it depends on whether you get a new card number when you downgrade

I just called and the agent was not helpful so I asked for a supervisor and the supervisor was able to manually apply $200 on my BP and and $50 for my Marriott business card (AF hit in April on Marriott)
Think it will work if they just gave me retention offer?

Also, regarding the family members, I see on the page you linked that you can book for up to "2nd degree family members". Uncle/nephew is ok?
Don't think they have a way of checking relationship if tou fly UA
