With 8.5 hrs you could see the Mira Flores Locks like other suggested, do a tour of Monkey Island and get to ride on the canal and should fit it one meal too  :)
Monkey island is a decent drive from from the airport, 1.5-2 hours IINM. That would leave 3-4 hours minimum for driving, and an hour plus for the tour. So that's 4.5 hours if you are risky just for the monkey island.
I assume 8.5 hour is from touchdown to takeoff, which it obviously takes time to get out between bags and customs, and you need to arrive early as well.
