Just speculating, but my guess is that as long as you can show proof you incurred the expense (ie: via the charge on your credit card statement), you could count it. Of course if the same credit card statement shows a credit for cashing in points for the exact same amount, it would muddy the waters a bit.

That's if you charge your cc and then use points to cover the expense; what about using airline miles or hotel points or lets say bank points directly to book is than an expense?

interesting! but  as I understand minimum expense would be $50 and you would get half of the expense up to $4K?

How would it work if one used hybird points/airline miles/hotel points would they be considered a valid expense?

My gut is saying that a tourist would not be eligible for a free burial, while someone who just made aliyah/moved to Israel would be eligible.  But this is really a question to ask Bituach Leumi.  :)

I also was wondering but seems from plain reading that it  includes anybody that happens to be in Israel and is buried there

Agreed with the above.  A resident is entitled to a plot in the local/regional cemetery.  If one wants a specific spot/location, or a plot in a different cemetery, you must purchase the desired plot.   
If you are a citizen, but not a resident, I am not sure that you are entitled to a free plot.  I am pretty sure that this is a bituach leumi benefit, and non-residents are not paying into bl.

Thanks for the source yes it seems like the key is to be Israeli resident; Israeli citizen does not matter much.  I guess another check why one can renounce israeli citizenship if they want to.

Yes. When you log in to fuelrewards.com or the Fuel Rewards app, it should clearly show what your combined discount will be.

If you will be using your alternate ID, make sure it is enabled in Fuel Rewards under Account > Profile.

when I login I see only .03 discount silver status and yes alt id enabled so I am not sure what I am doing wrong Maybe I will contact them

Where are you located that you are getting .03 for silver ? In New York/ New Jersey area we get 0.05 for gold. Thatís for taking gas 5 times in a month

I still have silver but my question remains can I combine gas points($1.50 discount) and silver status(.03 discount)?

What exactly is the difference between "gas points" and "fuel rewards" in your mind?

If you can combine them according to wiki then there is probably a difference.  But I assume gas points are what you acculumate when spending at stop and shop and fuel rewards points are for other stores or gold/silver status.
