All these are usually FACO anyway. So not extremely accurate.

My point stands. Earlier this year one of the heads of FICO? explained that contrary to  what was previously thought, your history is NOT lost when you close an account rather it continues to affect your score for as long as it remains on you CR. But obviously if you change a CC it won't show the history on that number!
As for utilization ratio it means the percentage of available credit which you use. Closing an account increases that percentage which is not good for your credit score. This is also where the problem of WMC and VS which have revolving credit and do not report CL to reporting agencies.

you keep the history BUT: you could lose points on utilization ratio, and with time a closed account is worth less points (although I think that is pretty much the same with an active card, just there you have recent history too).
Obviously nothing is clear cut as its all a trade secret.

for some reason it seems like they only charge the service (6.00) fee starting in the secon statement cycle, proof being that I did not perform any of the "fee-waiving" actions and still did not get charged the fee on the first statement.

If everything is the way you say, try both!

Also, existing customers do not qualify (unlike other offers, for example Chase).

I did it on Sprint 5 times, proccesed through Star, but didn't get charged a debit fee.   Worked great. 5 payments of $1 each.   After, I tried doing the same with my wife CO Debit, and it was denied! The card works everywhere, just not on sprints site!
Question is, did it help to have the monthly fee waived at Chase.
