Upgrade on AT&T then Down-grading

I will be going to Israel for 2 months and wanted to know if I upgrade with AT&T, get a smartphone (which usually requires that besides a voice plan I also get a data plan) with wifi capability, could I then switch back to a basic phone and then avoid the data plan all the while keeping the smartphone to use for wifi in Israel?
Also any ideas about what phone would be good without paying more that 30 dollars?

On your first question, I'm pretty sure that would work out just fine.

On your first question, I'm pretty sure that would work out just fine.

I'm not so sure. I believe that once you receive the discount on a smart phone contract, you cannot remove data for the duration of the contract.

I can't say I'm 100% sure, but that is what I recall.
