Sanitation summons questions

I received the famous NYC summons for a dirty sidewalk etc... on the established routing hour which is between the hour of 8:00AM-8:59AM

The summons has date and time of occurrence : 4/5/21 8:59AM

Does 8:00AM-8:59AM mean Summons can be issued up and including 8:59 or  it can only be issued until 8:58 and 59 seconds

It's the full hour. From the beginning of 8:00 until the end of 8:59.

As soon as the clock hits 9:00 it's over.

Did you really think it might be otherwise, or is it just wishful thinking?

On NYC Sanitation website it says  from 8:00AM-9:00AM

is this a ticket error when he wrote until  from 8:00AM -8:59AM?

If this is still relevant I recently received a sanitation violation and disputed it online. My argument was that I was home and no-one rang the bell to serve me the violation - I first found out about it 3 weeks later when it came in the mail. Lo and behold today i got a letter that violation is dismissed!
