chase sapfire question

i had i chase vise sapfire card and chase closed it i reapplied and chase told me they can't approve me because it still says that i have a sapfire evan its closed, so i should wait untill it goes of ,now my question is in order to receive the bonus do i need to open a master card or a visa i will also receive the bonus
