Need help using a TD Bank Debit card in Isreal

Hello all, sorry for starting a new thread.... I gave my TD debit card for my brother to use in Isreal (no fees), however when he tries taking out money from the ATM something is coming up like "service is not available for this card" its a regular TD debit card that I've always used here and never had any problems... does anyone have any idea what's wrong here?

From what I can recall from about six years ago using TD Bank debit card in Israel, some banks ATMs  work no problem, and others don't work at all.

Can't remember exactly, but tell him to try a few different banks. Don't hold me to this, but I think I remember at least one of the banks on the corner off kikar shabbos works.

It's the machines that work with Visas and not just bank cards.

I think Discount bank worked for me, but it was many years ago. I had same experience, some worked, others didn't, but of course you need to make sure there is no block from TD.

No block with TD. The funny think is that it asks for the pin, after putting it in it asks howmuch money I would like to withdrew, when he puts in the amount, the messaage that I posted above comes up, so it looks like it verify's the pin, does this make any difference? or even non working ATM's would be able to vertify the pin?
