i'm thinking signing up to spg but im getting a message that says i can only get 10K points (and not 25K) because i already have a amex card, my question is if there's any way around this, or if cancelling my current credit card will help (either way i will be shutting that account  b/c i dont want to pay the anual membersip fee)

You need to not have the same product for a year. Not just waiting a year from opening the card.

what if i have had the card for a few years and want to get signup bonus again? would i not be able to get it if i closed it and reapplied?

Needs to be a year of waiting between getting the bonus again. IF you reapply too soon, your timer may start all over again.

I currently have the card but did not get the bonus points because i did not meet the spending threshold, would i need to wait 12 months of not having the card?

Probably. Though you can call and ask about that, it may be just for the bonus.
